          California water agencies have relied on Babcock Labs to provide State certified drinking water analyses for more than 85 years. We offer a full range of testing methods in compliance with the Safe Drinking Water Act, CA Title 22, Stage 2 Disinfection Byproducts Rule, Lead & Copper Rule and UCMR regulations.

Bacteriological testing

Bacteriological testing services for the coliform group of bacteria, HPC, iron bacteria, streptococci, and yeast and mold.

Babcock Labs provides testing for the coliform group of bacteria, HPC, iron bacteria, streptococci, and yeast and mold. We offer the 24 hour presence/absence Colilert® test method as well as multiple tube fermentation and membrane filtration techniques. Enumeration of coliforms, including E. coli, is also available for the Colilert® procedure. When requested in advance, speciation can be provided for positive samples.


California Title 22 Drinking Water Requirements

Environmental laboratory testing services for California Title 22 drinking water requirements

In addition to bacteriological monitoring, the most common requirements for drinking water supplies are contained in California Title 22. Our laboratories provide testing and reporting for primary, secondary, and unregulated chemicals. We were one of the first laboratories in California to analyze for Perchlorate, which is routinely included in our inorganic analysis packages and can be determined by IC/MS/MS (EPA Method 332.0), if requested. 

With our extensive drinking water testing expertise we offer:

  • Bacteriological Analyses.
  • Inorganic & Mineral Analyses, such as nitrate, cyanide, and alkalinity.
  • Trace Metal Analysis, such as arsenic, chromium, mercury, copper and lead.

Stage 2 Disinfection byproducts & Lead and Copper Rule

Additional laboratory services include monitoring for Total Trihalomethanes (TTHMs) and Haloacetic Acids (HAA5) for compliance with maximum residual disinfectant residuals to meet federal requirements. Bromate and Chlorite, along with bromide, chlorate and other inorganic disinfection byproducts and precursor analyses are also available.

To meet the requirements of the Lead and Copper Rule, Babcock Labs' trace metals section provides ICP/MS EPA 200.8 series analysis of distribution system samples.

UCMR 4 Analyses

Environmental laboratory testing services for the EPA's Unregulated Contaminant Monitoring Rule, or UCMR4. 

The fourth Unregulated Contaminant Monitoring Rule, or UCMR 4, is the latest version of the EPA's monitoring rule concerning public water systems. 

Public water systems (PWSs) serving more than 10,000 customers, as well as a select list of 800 small PWSs serving between 25 – 10,000 people, are required to participate in the UCMR 4 program. 

The EPA requires PWSs to use UCMR 4 approved laboratories. Babcock Labs has been approved by the EPA as a UCMR 4 lab, fully certified to perform all UCMR 4 analyses. Since the inception of the UCMR program, Babcock Labs has successfully completed the rigorous process necessary to be approved for water quality testing for each round of the program. Babcock Labs is the the industry’s trusted laboratory for UCMR testing services.

Wastewater Analyses

          Babcock Labs provides sampling and testing services to help wastewater clients comply with municipal water discharge permit requirements for Industrial Pretreatment Programs and with National Pollution Discharge and Elimination System (NPDES) permits issued by the California Regional Water Quality Control Board, including Septic Tank Monitoring. Additionally, Babcock Labs' testing services help clients comply with the Surface Water and Ambient Monitoring Program (SWAMP) and data collection for TMDL studies.  

Industrial Pretreatment Program Monitoring

Environmental laboratory testing services for Industrial Pretreatment Programs and National Pollution Discharge and  Elimination System (NPDES) compliance

For Industrial Pretreatment and NPDES compliance, Babcock Labs maintains an extensive list of analytical capabilities. We provide organic and inorganic testing methods mandated in CFR Part 136, including the Priority Pollutant analyte list. Babcock Labs also conducts analysis for both Biochemical Oxygen Demand and Total and Fecal Coliforms. Utilizing our experienced field technicians, Babcock Labs can provide for the proper collection of grab and 24-hour composite samples, including same-day transportation and full sample custody documentation. 


NPDES & DMR-QA

Babcock Labs also provides testing and reporting for the Discharge Monitoring Report-Quality Assurance Program (DMR-QA) to ensure complete adherence to the NPDES.

SWAMP & TMDL

Environmental laboratory testing services for organic and inorganic nitrogen and phosphorus nutrient species, in conjunction with the Surface Water and Ambient Monitoring Program (SWAMP) and TMDL studies

In conjunction with the Surface Water and Ambient Monitoring Program (SWAMP), and the collection of data for TMDL studies, Babcock Labs provides testing for the organic and inorganic nitrogen and phosphorus nutrient species. Various microbiological test methods are also available for the enumeration of fecal coliforms and streptococci. Our laboratory services are utilized in the establishing of proper Total Maximum Daily Load (TMDL) values, and discharge compliance to meet those limits.

Stormwater Analyses

Babcock Labs has provided for the collection and testing of stormwater samples since the inception of the stormwater runoff program. Our laboratory and its partners provide complete analytical services for the NPDES programs administered by the State Water Resources Quality Control Board for industrial stormwater, construction activities, municipalities, and Caltrans.

Industrial Stormwater

Environmental laboratory testing services for Industrial General Permit (IGP) stormwater requirements

Under the new Industrial General Permit (IGP) issued by the California Regional Water Quality Control Board, the permit holder is required to collect and analyze storm water samples from each discharge location for two Qualified Stormwater Events (QSEs) within the first half of each reporting year (July 1 to December 31), and two QSEs within the second half of each reporting year (January 1st to June 30th). As detailed in each IGP holder’s Storm Water Pollution Prevention Plan (SWPPP), the tests required for all facilities include:

  • Total Suspended Solids (TSS)

  • pH (in the field)

  • Oil & Grease

Additional tests are determined by the category of the industry (SIC) and the contaminants most likely to be found in runoff from the location. All Dischargers are required to submit and certify all reports electronically via the Storm Water Multiple Application and Report Tracking System (SMARTS).

Construction

Environmental laboratory testing services to meet the requirements of the Construction Storm Water Program

Dischargers whose projects disturb one or more acres of soil or whose projects disturb less than one acre but are part of a larger common plan of development that in total disturbs one or more acres, are required to obtain coverage under the General Permit for Discharges of Storm Water Associated with Construction Activity (Construction General Permit Order 2009-0009-DWQ). Construction activity subject to this permit includes clearing, grading and disturbances to the ground such as stockpiling, or excavation, but does not include regular maintenance activities performed to restore the original line, grade, or capacity of the facility.

Municipalities & Caltrans

Environmental laboratory testing services for regional stormwater program compliance

Our laboratory also works with many cities, counties, and the transportation department to meet the monitoring needs of their respective stormwater programs. We provide compositing and maintenance of automated sampler equipment in conjunction with the analytical reporting required.

Soils & UST/LUFT

Environmental laboratory testing services for soils, including UST/LUFT

In support of the construction industry, Babcock Labs tests soils for saturated resistivity, redox potential, sulfide, sulfate, chloride, and other minerals of concern.

Our laboratory also specializes in the analysis of soils for environmental needs, including the analyses performed after the removal of underground fuel storage tanks. Specific analytical capabilities in this category include Hydrocarbons (total volatile and semi-volatile), benzene, toluene, xylenes, & ethylbenzene (BTEX), methyl tert butyl ether (MTBE), Gasoline Range Organics and Diesel Range Organics. Our in-house field department is trained to handle all sampling situations. Field services range from the same day pick-up of samples, to the installation of flow and composite monitoring equipment, to purging and sampling of groundwater monitoring wells. Our field staff are equipped and well versed in the collection of well water and distribution system samples to meet Safe Drinking Water Act and California Title 22 requirements. Services include the sampling of new residential and industrial lines during construction as well as the collection of routine bacteriological (Total Coliform, E. coli, and Heterotrophic Plate Count) and nitrate samples from public and private distribution systems. Babcock Laboratories maintains an emergency generator which, in the event of a power interruption, automatically switches on to ensure an uninterrupted power supply to our facilities housing the Microbiology Department and the Laboratory Information Management System servers. The integrity and validity of any bacteriological samples in progress is ensured, along with the ability to perform testing in a state of emergency where electrical power is disrupted.
